WATERLOO — Unpaid furloughs for city employees could be part of Waterloo’s plan to mitigate increasing tax rates. The proposal was presented at a Monday work session with City Council members. It would mean all city staff — including police and fire — would need to take five unpaid days off work during the next fiscal year.   KITCHENER -- A million-dollar fire spread through the Inn of Waterloo on Tuesday night, which had been in use as short-term shelter since the fall. Police and Waterloo Fire officials responded to the first fire in the area of King Street North and Hickory Street West around 12 p.m. Wednesday.
