federal justice department probe more than three years in the making, detailed in a 22-page letter to the maricopa county attorney, detailing "a pervasive culture of discriminatory bias against latinos at the mcso," that's the maricopa county sheriff's office, "that reaches the highest levels of the agency." it goes on, "sheriff arpaio's own actions have helped nurture mcso's culture of bias." in addition, it details a study commissioned by the department of justice that found latino drivers "are four to nine times more likely to be stopped than similarly situated non-latino drivers....
