And i will leave the legal arguments to the attorneys, and perhaps the deputy City Attorney may even want to weigh in, in regards to the vested rights argument and that is something that does appear often here. And it is my understanding as somebody who is not an attorney, that there is an order to be a vested right it has to be a lawfully issued permit that is the problem with the case here that it does not appear that the permit was lawfully issued, the neighborhood notification is required because it is a change of use.
