“Everyone knew what division they were going to be in pretty much since August,” Sac-Joaquin Section assistant commissioner Will DeBoard said.
“We kept saying, ‘We wish Modesto had a bookstore. Why doesn’t someone open a bookstore?’ And then we said, ‘Why can’t we do this?’”
