Jeffries, 66, 1379 Washington Pike, Wellsburg, driving under the influence and obstructing an officer, Monday. Jefferson County sheriff Conflicted: A Wintersville woman said her boyfriend struck her in the side of her mouth with a closed fist during an argument, but deputies said she had no visible injuries and didn’t want to pursue charges.
