BEIJING, July 28 (Xinhua) -- Luo Weimin, one of China's most wanted graft fugitives suspected of duty-related crimes, has returned and surrendered himself to the authorities 15 years after he fled China, the country's top anti-graft body said Wednesday.
Born in February 1962, Luo used to own a private company based in the Yuexiu District in Guangzhou, capital of south China's Guangdong Province. He had allegedly offered bribes to the management of a state-owned enterprise, according to a statement on the website of the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission.

继中办国办“双减”政策发布之后，27日晚，广东“双减”落地。省教育厅要求从今年秋季学期开始，义务教育阶段学校推行课后服务“5+2”模式――每周5天都要开展课后服务，课后服务包括早、午餐，午休及下午课后服务，下午课后服务每天至少开展2个学时。28日，羊城晚报记者走访广州多所学校，不少学校表示9月开学后将适当延长课后服务时间，但有部分学校称提供早餐有困难。
　　多所学校将延长课后服务时间
　　海珠区实验小学（简称“海实”）校长陈健介绍，9月开学计划将学校课后服务延长到下午6时30分之后。“学校原本‘430’课后服务最晚时间是下午6时。开学后将以学校为主体、与第三方机构合作，延长课后服务时间，丰富托管课程。”
　　据介绍，新学期，海实计划为孩子和家长提供5种课后服务选择，包括基本托管、有作业辅导的特别托管、“430”课程、基本托管+“430”组合、特别托管+“430”组合。师资和价格方面，基本托管免费；素质拓展课程，一方面购买第三方服务，另一方面由学校老师根据擅长和特色提供课程。收费方面，通常是市场平均价格的40%，一堂课约50元。
　　黄埔区怡园小学校长袁超介绍，新学期计划将课后服务时间从下午5时30分延长到6时30分左右。服务内容在“430”的基础上，提高服务质量、加强管理，提供丰富多彩、学生喜欢、家长乐意的课程，包括作业辅导的基础服务以及体育类、艺术类、科技类、综合实践课程，并利用该校黄埔区青少年宫分教点的优势，引入少年宫质量高、课程丰富、收费规范的课程。
　　海珠区第二实验小学教育集团总校长刘良华表示，学校下午课后服务以基本托管服务为主，以素质拓展服务为辅。基本托管服务的主要内容是作业管理，至少安排一个学时，引导学生自主完成作业，自学自己感兴趣的学科，阅读自己感兴趣的书籍或者文章，遇到问题也可以请教相关的老师，争取在校内就可以完成所有的课外作业。同时，集团将根据课程与教学改革的基本思路，引导学生展开学生社团活动或个别化的自由活动。鼓励教师发挥自己的特长，为学生开设丰富的校本课程作为选修课程，供学生选择。
　　此外，该校将创设多种渠道，充分利用社区资源，与社区图书馆、少年宫、青少年活动基地、实践基地等部门建立双向的合作关系。刘良华说，课后服务包括免费课程和收费课程两种。付费课程由学生和家长自愿选择和购买，课程费用也远低于一般校外教育培训机构的收费标准。
