Jenna: well, this just in, happening now, questions over a death in the san francisco bay area. a man jumps into the frigid waters of the bay in if an apparent suicide attempt. dozens of people watch him struggle, including firemen and the police and locals, but it s what they did or didn t do that is leading to a whole host of questions today. harris, what do we know? reporter: well, jenna, what we re told is that the water in the bay was 54 degrees, and that s important. witnesses say raymond zack waded out offshore until he was neck deep and was in that water for about an hour before he drowned. his stepmom had told a woman to call 911 because she thought he was going to take his own life and, in fact, police and fire showed up. the city of alameda, though, has a firm policy about water rescues and did not allow for those first responders to go the 150 yards or so offshore in that water to get zack. alameda sits across the bay from san francisco, and city ....
