Efforts by the city to acquire land in Shockoe Bottom for a planned slavery commemorative site are moving forward, but the owners of that land say they’re not interested in selling and will fight attempts to take it by eminent domain.
At the Richmond City Council’s meeting Monday, Stephen Clarke, an attorney representing the Loving family, said his clients “oppose any acquisition” of the land that the city is looking to buy from them, and that they “intend to resist the taking of their property” should the city pursue it through its powers of eminent domain. ....

Five months after Mayor Levar Stoney announced a funding commitment to establish a long-sought slavery commemorative site in Shockoe Bottom, the City of Richmond is taking steps to purchase land for the project that just a few years ago was being pitched for a baseball stadium.
Administrators are proposing a public necessity declaration to allow the city to purchase 12 parcels totaling roughly 1.75 acres that would contribute to a planned Enslaved African Heritage Campus. ....

Four years’ worth of work to update Richmond’s 20-year master plan could come to fruition with a City Council vote tonight.
The Richmond 300 plan, meant to guide growth through the city’s tricentennial in 2037, is slated to formally be considered for adoption at the council’s regular meeting, which starts at 6 p.m.
The nearly 250-page document, which pulls from and consolidates previously approved plans while adding new recommendations that could influence future growth decisions, has been steadily making its way to the council since it was released in draft form earlier this year. The Planning Commission endorsed it, and presentations have been made to council members in recent committee and regular meeting ....
