The Kansas Legislature recently passed a pair of bills for business relief for COVID-19 concerns both of which will involve counties providing funds to businesses who were, in the words of the Legislature, harmed by health orders.
How those bills will ultimately affect county governments is unclear and if the bills will be come law is also unclear.
We have lots of questions about this bill. First we need to wait and see if the governor vetoes this bill or not, said Anthony Swartzendruber, county administrator for Harvey County.
Both bills require counties to set aside funds for reimbursements, whether that be from general fund or from federal COVID-19 funds allocated to each county. It is unclear if the legslative action is in compliance with guidance from the U.S. treasury concerning those federal funds. ....

Squabbles between the Legislature and the governor could affect the ability of local governments to act in case of emergencies.
Changes made to the Kansas Emergency Management Act on Tuesday would redefine what constitutes an emergency.
The act as amended would allow the Legislative Coordinating Council to revoke emergency orders by the governor when the full Legislature when not in session.
“We’ve seen an evolution of our emergency operation plan over years and decades,” county emergency management director Gary Denny said. “If you go back to the Cold War era, it was specifically geared toward one specific item. Then we saw our emergency operation plans developed based on specific potentials. We had an annex in our EOP for tornadoes, we had one in there for drought, we had one in there for flooding all these various annexes. What we found out after 10 or 20 years is, we can’t plan for everything. We’re seeing that right now for COVID. Twen ....

The Harvey County Board of Commissioners met in regular session Tuesday at the county courthouse meeting room.
Among items the commission took action on was approval of a lease for the City of Newton Building V (formerly the ABI Building) at the Newton City-County Airport.
The building is being leased to Human Plant Solutions LLC for 90 days, with an option for an additional 90 days.
The county was required to sign off on the lease because, while the building itself is owned by the City of Newton, the land is jointly owned by the city and county.
Human Plant Solutions LLC manufactures human prosthetics from hemp. According to the proposal presented to the board, the county has “no financial obligations for the lease agreement.” ....
