Normal Town Council Votes to Accept Grant Money for Underpass Project

The Uptown Normal underpass project, with an estimated cost of about $23 million, would be financed with $16 million in federal grant money and about $5 million in state Rebuild Illinois funding. The town would chip in around $1.7 million.
After hearing from former town leaders and other citizens, the Normal Town Council voted 6-1 Monday night to accept federal and state grant funding that will finance more than 90% of the cost of the Uptown underpass project.
Council member Stan Nord was the lone no vote.
During public comments, former City Manager Mark Peterson discussed past town projects that “almost didn’t happen,” including the Constitution Trail. ....

At Final Meeting, Renner Reflects On 8-Year Tenure As Mayor

Outgoing Bloomington Mayor Tari Renner closed his final city council meeting Monday night with reflections on accomplishments from his eight-year tenure, paired with challenges he sees in Bloomington’s future including a long-term need to secure a regional water supply. 
“As we face these challenges, I would urge all of our elected leaders to reimagine our city’s services and policies for an increasingly diverse and dynamic community,” he said.
Also during the virtual meeting, the Bloomington City Council approved borrowing $4 million from the state’s Environmental Protection Agency (EPA) to cover part of a long-term water main project; approved a nearly $1.1 million insurance contract; and voted to take a formal stand against utility shut-offs in the state. ....

At Final Meeting, Renner Reflects On 8 Years As Mayor


$4.2 million in loans OK’d
On Monday, the council unanimously approved loan agreements with the Illinois EPA for the second phase of a water project near the Bloomington Country Club that separates the storm and sanitary flow, and will install a new water main.  
Work begins this spring on that second phase of the Locust Street Combined Sewer Overflow Elimination and Water Main Replacement project. The city anticipates a 1.35% interest rate on two 20-year loans. An additional $117,725 to contractor Stark Excavating Inc. will come from city enterprise funds.
Insurance contract
The council also unanimously approved a nearly $1.1 million contract with Arthur J. Gallagher to provide insurance. That’s about 13% higher than last year’s contract. Categories covered include property, liability, excess liability and excess workers’ compensation. ....

District 87 Plans 'Unique,' Expanded Summer School

Bloomington District 87 will direct some of its upcoming federal COVID relief funding to launch a new program melding summer school and summer camp models. 
The all-day, three-week program really expands the concept of summer school, and opens it up to any District 87 student, Assistant Superintendent Diane Wolf said during Wednesday’s school board meeting. 
“This is a very unique way of looking at a summer enrichment program,” she said, that goes way beyond the previous concept. 
Superintendent Barry Reilly called it the most comprehensive summer program ever for the district.
Also at the meeting, held in the district’s downtown administration building, the school board learned Bloomington High School plans an outdoor May graduation ceremony; heard about curriculum changes planned for the 2021-2022 school year; and OK’d a base pay of $17,500 to Ray and Associates search firm as it find s a replacement for Reilly ....
