MPs Report Progress in Disputed Points on Budget
Lawmakers on Saturday said the parliament and government officials have agreed on most of the disputed points on the national budget for the current fiscal year. 
However, one of the disputed points that have impeded progress is the allocation of massive funds to the High Council for National Reconciliation led by Abdullah Abdullah for which 800 million Afs ($10 million), lawmakers said. 
Mir Afghan Safi, head of the finance and budget committee of the House, said those government entities led by voted-out ministers will not be funded in the third budget draft. 
 “When we have the State Ministry for Peace Affairs and a 21-member delegation in Doha, then what is the need for the High Council for National Reconciliation?” Safi asked.  ....

Republic Team: Legitimacy of the War Must Be Discussed First
Republic negotiator Abdul Hafiz Mansoor on Monday said that the negotiating team has decided that the legitimacy of the war must be discussed with the Taliban before any progress can be made. 
He says the talks will not have an outcome until this issue is clarified. 
On Sunday, the chief negotiators from the Afghan republic and the Taliban met; however, the working groups from both sides failed to meet on Monday to finalize the agenda for the talks.  
Three meetings were held in the first days since the talks resumed on January 6, but the working groups from both sides have not met for the last six days. ....

Doha: Agenda Not Discussed by Working Groups for 6 Days
Chief negotiators from the Afghan Republic and the Taliban met on Sunday, but the working groups from both sides failed to meet on Monday to finalize the agenda for the talks. 
Three meetings were held in the first days since the talks resumed on January 6, but the working groups from both sides have not met for the last six days
According to negotiator Nader Nadery, it was only the heads of the two teams and a limited amount of members who met on Sunday evening and discussed the agenda. 
The lack of meetings was criticized by Abdullah Abdullah, head of the High Council for National Reconciliation, who met with a number of foreign diplomats at a virtual event to discuss coordination around the peace efforts.   ....

Some Peace Negotiators Still to Return to Doha: Sources
Sources in Qatar said that some members of the Taliban’s negotiating team, including their chief negotiator Shaikh Abdul Hakim Haqqani, have not traveled back to Doha from Pakistan to attend the second round of negotiations.  
Sources close to the Taliban said recent talk about a possible interim government, being discussed by US envoy Zalmay Khalilzad in Kabul, is why some Taliban delegates have not returned to Doha.
Taliban spokesman Mohammad Naeem rejected the report that Abdul Hakim Haqqani has not gone to Qatar so far.  
 
The negotiating team of the Islamic Republic of Afghanistan has been in Qatar for the last five days. ....

Peace Negotiators Leave for Doha on Monday
The negotiating team of the Islamic Republic of Afghanistan will leave for Doha on Monday to begin the next round of the negotiations on Jan. 5.  
The team is expected to share the details of its latest consultations with President Ashraf Ghani before its departure, and will also hold a meeting with the leadership committee of the High Council for National Reconciliation on Monday. 
The first round of the talks continued for three months, with the Republic and Taliban negotiators agreeing on procedural rules for the talks and sharing verbally their demands for agenda points with each other.   ....
