Terlaje wants better retirement plan for public safety officers

Sen. Jose Pedo Terlaje is aiming to fund a cost-benefit study for an improved retirement system for public safety employees of GovGuam, such as firefighters and police officers.
Bill 137 would appropriate $75,000 in fiscal 2021 to pay for an actuarial study with the Government of Guam Retirement Fund to evaluate the cost of an improved retirement plan.  
According to a release from the senator s office, public safety employees have been requesting a retirement plan that takes into consideration the physical rigors of their jobs for years.
Public safety employees must currently continue to work and pass the Peace Officer Standards and Training Commission physical test until they are 62 years old to qualify for the hybrid retirement plan, it states. ....

Guam: $553M in federal aid anticipated


HAGÅTÑA (The Guam Daily Post) — Gov. Lou Leon Guerrero’s administration anticipates receiving more than $553 million in federal aid within the next few days. That money is the island s allocation of Coronavirus State and Local Fiscal Recovery Funds under the American Rescue Plan.
Department of Administration Director Edward Birn submitted the request Tuesday morning, according to the governor’s spokeswoman Krystal Paco-San Agustin.
While far from the $660 million figure that local officials had been discussing, the administration said there are still county and non-entitlement elements that are estimated to add up to $604 million. That figure also doesn t include capital projects funding — $10 billion that the U.S. Department of the Treasury is yet to allocate. ....

Wilfred Leon Guerrero on board of Asia Pacific Association for Fiduciary Studies


The Asia Pacific Association for Fiduciary Studies recently announced that Wilfred Leon Guerrero, chairman of the Government of Guam Retirement Fund, has joined the association s Board of Governors.
He will assume the position of board chairman in completion of the term of Gerard Cruz, who left the Asia Pacific Association for Fiduciary Studies Board as his term on the Government of Guam Retirement Fund ended.
Cruz served as chairman for 18 years.
Leon Guerrero has been a trustee with Government of Guam Retirement Fund since 2004 and was elected chairman in 2019.  
Prior to being elected board chairman, he served as chairman of the investment committee. His leadership was instrumental in the execution of the board’s investment strategy which included the broader diversification of asset classes, according to the announcement from the association.   ....

Gov. Lou Leon Guerrero announced the following cabinet appointments:
Sarah Thomas-Nededog has been tapped as executive director for the Office of Homelessness Assistance and Poverty Prevention. Thomas-Nededog has served as the deputy director for the Government of Guam Association of Retired Persons Senior Citizens Program, program officer for the Guam Humanities Council and executive director for Sanctuary Inc.
Edith Pangelinan has been named president of the Guam Housing Corporation. Most recently, she served as deputy director of the Department of Administration. Pangelinan has over 40 years of experience in both the private and public sectors, which includes service at the Guam Environmental Protection Agency, the Bureau of Budget and Management Research and the Guam Airport Authority. ....
