AFP civil-military operations head goes on leave

THE head of civil-military operations of the Armed Forces of the Philippines (AFP) has gone on leave to pave the way for an investigation into the publication of an erroneous list of University of the Philippines (UP) students and alumni who were killed or captured during operations against the New People’s Army (NPA).
Major General Benedict Arevalo, deputy chief of staff for civil-military operations (J7), said he was taking responsibility for the actions of his staff.
“I would like to reiterate that indeed the erroneous list was a mistake committed by J7 staff, and as the chief of Office for Civil Military Operations, J7, I personally take responsibility for their actions. This is the reason why I issued a public apology and reiterated it in my succeeding interviews,” he said.

Former government peace panel chairman and former Philippine Health Insurance Corporation (PhilHealth) president Alexander Padilla and 26 other persons are considering taking legal action against the Armed Forces of the Philippines (AFP) for erroneously listing them as among University of the Philippines (UP) alumni who joined the New People’s Army (NPA) and have either died or captured.

Senators call for accountability in tagging people as communists, terrorists
THE military should punish its members who were behind the publication on social media of an unvetted list of people who are alleged members of the communist armed group New People’s Army (NPA), a senator said. “Apology is one thing, but taking action is another. If this goes unpunished,

“Paulit-ulit na lang (It happens over and over again). Bad eggs should never be left unpunished,” he added, noting it was not the first time that the Armed Forces of the Philippines (AFP) published an unsubstantiated list. The AFP on Sunday evening released an apology over inconsistencies in the “List of Students who joined the NPA (Died or Captured),” which included mainly students from the University of the Philippines (UP). The article has been taken down and an investigation is underway to determine the personnel responsible. The AFP also said it is reviewing its procedures to prevent a repeat of the incident. Meanwhile, Senator Panfilo M. Lacson said he is mulling on including a provision that will criminalize red-tagging in the draft committee report on the recent hearings regarding the issue. “We will have to ask the military to submit additional documents to validate reports on the personalities which they claimed during the committee hearings we conducted were killed, and if they were actually students of the universities mentioned,” he said in a statement. Mr. Lacson also recommended that given the military’s latest gaffe, the Department of National Defense (DND) should suspend the termination of its agreement with UP.

Magtoto, who is a playwright for PETA, was falsely tagged as one of the 27 UP students who allegedly became rebels. The list was released by the Armed Forces of the Philippines (AFP) Information Exchange.
“We strongly condemn the red-tagging of writer Liza Magtoto, who received the Gawad Pambansang Alagad ni Balagtas para sa Dula sa Filipino in 2017,” UMPIL said in Filipino.
UMPIL, who called Magtoto a “defender of women and youth,” sounded alarm over the intensified red-tagging of individuals and students. 
“Universities mold students to be smart individuals and good citizens. Campuses should only be kept safe from repression and intimidation. It is necessary to ensure that universities remain open to all thoughts and dispositions. This is important in achieving a truly humane society,” it underscored.
