Losses force equity raise for private prison operator


Serco’s British parent company rides to the rescue.
Prison operator Serco has received a $21.4 million bailout from its UK parent company after further losses left its balance sheet dangerously depleted.
Serco runs the Auckland South Corrections Facility at Wiri under a 25-year contract with SecureFuture, a private consortium contracted to build and operate the prison for the Department of Corrections.
In financial statements filed to the Companies Office this week, Serco reported a loss for the year to December 2019 of $3.8m from revenue of $33.3m.
Since incorporation in 2010, Serco has generated accumulated losses of $29m.

The number of prisoner assaults on corrections officers
has skyrocketed in recent years with more than 2000
incidents taking place on the Labour Government’s watch,
National’s Corrections spokesperson Simeon Brown
says.
Figures released to National show the year to
June 2020 was a stand-out with 889 assaults. This is a 92
per cent increase on year to June 2017 – the last full
financial year of the previous National Government – when
there were 463 assaults.
Data from the first seven
months of the year to June 2021 suggest we are on track for
a similar or greater number of assaults on corrections
officers, Mr Brown says. ....

Calls for prison discipline overhaul amid increase in assaults on Corrections staff


The percentage of assaults caused by gang members or affiliates was 58 per cent in the most recent financial year.
Union boss Alan Whitely, president of the Corrections Association of New Zealand, said the Corrections Regulations 2005 legislation should be overhauled.
He blamed a “softer approach”, and said a lack of discipline in prisons was behind the increasing assaults.

Whitely said Corrections staffers were afraid to properly discipline prisoners for fear of being investigated or disciplined themselves, and that there weren t enough adjudicators for the country’s prisons, meaning internal charges often came to nothing. ....
