Judge Adam Watters, the justice of the peace for Precinct 1, fired a bullet at the ground to scare off a landlord, Fei Qin, 38, who was part of an eviction case he presided over in January. The judge claims for weeks, the man dumped trash on Wattersâ property and slashed his truck tires on two separate occasions.
