Asheville BOE votes to keep Asheville Primary open


The preschool plan will cost $2.2 million, according to the district’s budget breakdown. 
During the May 12 Buncombe County Board of Commissioners meeting, ACS requested $3 million for its preschool program. Should commissioners approve the district’s budget proposal in June, the leftover $800,000 likely would go into the district’s dwindling fund balance. 
The preschool program’s budget plan appropriates $500,000 for Asheville Primary repairs.
“At some point, we’re going to have to make some really hard decisions, but it doesn’t mean we’re going to have to not grow Montessori, and it doesn’t mean we can’t grow, hopefully, or maintain our pre-Ks,” ACS Superintendent Gene Freeman said.  ....

Asheville schools fund balance could increase with preschool decision

Asheville City Schools’ fund balance, which has been steadily dwindling for years, could increase by $2 million for fiscal 2021-22, if the Board of Education chooses the district’s cheapest proposed preschool plan.
Buncombe County Commissioners, during the May 11 budget meeting, approved ACS’s $3 million request for an undecided preschool plan. 
On May 10, ACS presented the school board with five preschool plans the cheapest costing $1.9 million and the most expensive sitting at just more than $3 million. The Board postponed voting on a plan until the May 24 meeting. 
But ACS still had to present a budget request to Buncombe County Board of Commissioners to avoid being in violation of state statute, which requires school boards to submit budget requests by May 15.  ....

Buncombe County commissioner: Hold off on closing Asheville Primary


Further, 2021 was an appraisal year, and Asheville property values went up, so even if the tax rate remains the same, Asheville residents will pay more in taxes for the schools. According to a county budget presentation, keeping the tax rate at 12 cents would make ACS $1.44 million more than going with the revenue-neutral rate.
Getting more from taxes and requesting a larger amount from the county will only patch up so many holes. Freeman said other changes, such as a reduced central office staff, will be necessary.
“We have to look at our finances because we’re headed for a brick wall,” he said.  ....

ACS postpones vote on Asheville Primary School's closure

The future of Asheville Primary School is still up in the air after Asheville City Schools Board of Education, during its May 10 meeting, postponed voting on plans surrounding the school’s closure. 
A vote to close the school by spreading its preschool classes among other Asheville City Schools and moving its Montessori classes to Hall Fletcher Elementary School will take place during the next board meeting May 24. 
ACS Executive Director of Student Support Services Shane Cassida presented the BOE with three options for Asheville Primary: leave the school as is with Pre-K through third grade, keep the preschool classrooms and use the rest of the building for auxiliary services or fully convert the building to an auxiliary services facility.  ....

ACS announces preschools to take place of Asheville Primary


Asheville City Schools is expanding the preschool program to include six locations with 12 classrooms and a capacity of 216.
Before the COVID-19 pandemic, the district had four locations with 11 classrooms and a capacity of 198 students. These numbers do not include Montessori students or a child care classroom at Asheville High School. 
The district s largest preschool program at Asheville Primary School will close after this school year the latest development in a contentious plan to close the West Asheville school altogether.
Asheville Primary s six preschool classes will be spread among existing district preschools programs at Hall Fletcher, Ira B. Jones and Isaac Dickson elementary schools, according to a recent press release. ....
