Following on the heels of declining Covid-19 cases and promising news about the vaccine in the fourth quarter of 2020, the Indian states exhibited urgency in liberalising business activity under pressure from the economy. States rushed to soften policies on land, labour, and liquidity, with little focus on strengthening public health safeguards. Of the 27 positive state-level reforms that CSIS tracked in the fourth quarter, only one prioritised health. The US has sought to improve its relationship with countries in Asia to counter China s rising influence.
India has been a major target of that effort, but New Delhi s purchase of major Russian weapons may complicate the US s engagement.
US efforts to build closer ties with India face a test later this year, when New Delhi is set to receive the S-400, a Russian-made air-defense system that the US has already sanctioned other countries for buying.
India will get its first S-400 set by the end of 2021, India s ambassador to Russia said at the end of April, according to Russian state media. New Delhi announced its intention to buy the S-400 in 2015 and signed a contract worth more than $5 billion for five regiment-size sets in 2018. ....

It has been a diplomatic coup of sorts. That’s precisely what the Narendra Modi government could have expected after it unveiled Vaccine Maitri, an initiative to send millions of doses of the Indian manufactured Covid-19 vaccines to its neighbouring countries, and sometimes even as far as the Middle East and South America.
India had earlier supplied hydroxychloroquine, Remdesivir, and paracetamol tablets, as well as diagnostic kits, ventilators, masks, gloves, and other medical supplies to a large number of countries during the pandemic. This time, however, even as the country rolled out what’s touted as the world’s largest Covid-19 vaccination programme, it also deftly moved to send vaccines to neighbouring countries. ....
