Missouri begins new fiscal year with record amount of money


JEFFERSON CITY, Mo. (AP) — Missouri is beginning its new budget year with a record amount of money in the bank.
The state budget office said Wednesday that Missouri started the 2022 fiscal year July 1 with nearly $2.4 billion on hand. That shattered the old record of nearly $1.5 billion for the fiscal year that started in July 1998.
Budget Director Dan Haug said the surplus was due partly to the coronavirus. Because the state delayed the individual income tax deadline in 2020, it received tax payments for two fiscal years in 2021.
Haug said sales tax revenues also were up — indicating that people were shopping more during the pandemic.  ....

KANSAS CITY, Mo. — Missouri Gov. Mike Parson credited last month’s general revenue increase to the state’s “balanced approach” to the COVID-19 pandemic.
“Missouri is in a much better position than what was originally projected… Our economy continues to come back strong,” Parson said in a Facebook post sharing the April 2021 general revenue report.
Budget Director Dan Haug reported that net general revenue increased 31.4%, or $725.2 million to $952.9 million, this April compared to 2020. ....

Parson and his team unveiled a new budget and a number of new initiatives, urged legislators to take action on key priorities and touted various successes from the past year fighting the pandemic while continuing to run the state.
Here are three things that stood out Wednesday afternoon.
1. Medicaid expansion is coming
In last year’s State of the State, Parson called a plan to make more Missourians eligible for state-run health insurance “a massive tax increase that Missourians cannot afford.”
Wednesday was a different story.
Roughly six months after voters ignored Parson and approved expansion anyway, Parson’s team laid out a budget proposal absorbing its cost with no immediate trouble. ....
