(MC2 William Sykes/Navy) Thousands of military families face food insecurity, but the way the Department of Agriculture calculates eligibility for federal benefits is locking many of them out of assistance. A group of lawmakers are hoping to change that with the Military Hunger Prevention Act, reintroduced Thursday by Sens. Tammy Duckworth, D-Ill., and Marsha Blackburn, R-Tenn. The law would create a “basic needs allowance” for low-income military families who would otherwise qualify for the USDA’s Supplemental Nutrition Assistance Program, but for the fact that the program considrs basic allowance for housing – used to pay for off-base rent or mortgage – as income when calculating service members’ eligibility . ....

The Office of Personnel Management last week announced that it would begin conducting a series of surveys of federal workers across the government regarding the competencies they require to effectively do their jobs, which officials say will shape a variety of personnel policies, including job classifications, hiring, recruitment and retention. The first phase of the Federal Workforce Competency Initiative survey will go out to a random selection of federal employees across 350 federal occupations in the coming weeks, and will poll them about “general competencies” required for their jobs, like problem solving and interpersonal skills. Future phases of the survey will focus on technical competencies and will be more tailored to specific subsets of federal jobs. ....

After another report from MAZON, an organization focused on fighting hunger, detailing how military families are slipping through the cracks of the United States’ safety net, members of Congress in both houses are calling for action. Reps. Jimmy Panetta (D-Calif.) and Don Young (R-Alaska) introduced legislation earlier this month to help low-income military families make ends meet. The legislation creates a basic needs allowance to support troops who are not eligible for Supplemental Nutrition Assistance Program (SNAP) benefits. ....
