Illinois Capital Development Board Selects Design Firm for Construction of $21.1 Million Department of Juvenile Justice Lincoln Site Project

The Illinois Capital Development Board (CDB) has selected Cordogan, Clark & Assoc., Inc. as the preferred architectural design firm for the renovation and construction of the Lincoln Developmental Center in Logan County. CDB will oversee the project’s design and construction in accordance with the protocol for state-appropriated projects.
Through Governor Pritzker’s bipartisan capital plan, the first in nearly a decade, the Department of Juvenile Justice will receive nearly $21.1M. The administration has released $2.5 million to begin designing the project which will remodel two cottages for housing juveniles, plus one cottage for new classrooms and one cottage for new administrative use. The project will also include designing and constructing a new multipurpose building, which will include a gymnasium, classrooms, and office space. Even amid a deadly pandemic, in the U.S., there are over 37,000 children currently detained or incarcerated in environments where social distancing is impossible. The most recent update from Chicago’s Juvenile Temporary Detention Center was in November, when the chief judge’s office announced that at least 63 youth and 73 adult staff had been infected with the coronavirus.

Planned Central Illinois youth center will advance juvenile justice overhaul


SPRINGFIELD — Gov. J.B. Pritzker’s administration announced the planned opening of a new center for incarcerated youth in central Illinois on Tuesday, the latest step in a plan to reform the state’s juvenile justice system.
The Illinois Department of Juvenile Justice is establishing an Illinois Youth Center in the city of Lincoln in Logan County. The facility will be part of the state’s ongoing effort to secure incarcerated juveniles in smaller dorm-like facilities based on community, rehabilitation and restorative justice, rather than only detention.
Gov. JB Pritzker and Lt. Gov. Juliana Stratton unveiled their overhaul of the juvenile justice system last July. The four-year plan, called the “21st Century Illinois Transformation Model,” is split into three phases. Execution of the plan is the purview of the Justice, Equity and Opportunity Initiative that operates out of Stratton’s office. ....
