Illinois Benton Institute Work Together to Close the Digital Divide

Expanding broadband access is a complex task, and often state officials benefit from the counsel of experts and community leaders in order to effectively implement it. The Illinois Office of Broadband has partnered with the Evanston-based Benton Institute for Broadband & Society, a nonprofit organization focused on deploying open, affordable, high-performance broadband connections to everyone in the U.S. The partnership has led to innovative new programs that address key broadband issues and may offer lessons for other states looking to harness the knowledge of external partners to close the digital divide.

On December 16, Governor JB Pritzker and Cook County Board President Toni Preckwinkle announced a first of its kind statewide initiative to expand digital access for low-income households in Illinois. Through a unique partnership with PCs for People and other community partners, the
Connect Illinois Computer Equity Network will help put refurbished computer equipment and low-cost internet service into the hands of Illinois households in need.
To be eligible, residents’ income must be below 200% of the poverty level or they must be enrolled in an income-based government assistance program, such as free and reduced lunch, Medicaid, or the Supplemental Nutrition Assistance Program (SNAP). ....

A new statewide effort aims to get computers into the hands of those who can’t afford one. With so many students and adults working remotely, access to a computer or mobile device is more important than ever says Governor J.B. Pritzker. That’s why the state is launching the Connect Illinois Computer Equity Network, which will begin distributing 20,000 computers to low income families. Illinois announces computer refurbishing program to close digital divide

Illinois will launch a statewide computer refurbishing program to expand the access that low-income residents have to digital services, Gov. J.B. Pritzker announced on Wednesday.
The program, called the “Connect Illinois Computer Equity Network,” is currently planning to distribute 20,000 devices across the state, Pritzker said, with more on the way as people and organizations collect their old or unused devices for donation. Illinois’ census data revealed that at least 1.1 million households don’t have a computer, limiting the effectiveness of other digital equity programs that seek to expand broadband access and digital literacy training. If residents have internet and skills but no devices, they’re still not connected, Erin Guthrie, director of the Illinois Department of Commerce and Economic Opportunity, said in a press release ....
