Today is World Day Against Trafficking in Persons
The recent incidents of sexual and economic exploitation of children have sparked many protests and a public outcry targeting the failure of the State to ensure justice to children and their families. While the media and law enforcement agencies have attempted to provide information regarding the law enforcement process against the perpetrators of violence, many activists are demanding answers to the delays and loopholes in justice for the child victims.
Some perceive this sudden surge in cases reported by the media as an escalation of the incidence of child abuse in the country. This is misleading as the true incidence of child abuse in the country is difficult to determine at any given time due to its hidden nature. Sri Lanka has had a very poor track record of identification of the offence of child trafficking. Most cases detected during the last few weeks included elements of child trafficking. The Sri Lankan law does clearly define the term ‘child’. From this and other factors, many issues arise, which deeply concern the future of our nation. Juvenile delinquency is one such matter that warrants our attention and should be dealt with carefully.
Crimes committed by persons under the legal age of 18, may range from petty thefts, trespassing, and vandalism, to more serious offences such as drug abuse, assault, and even murder. Deficient upbringing, domestic abuse, peer influence, intellectual disability, and mental illness are common elements that drive minors towards crime. A majority of such acts tend to be unplanned, opportunistic, and attention-seeking. ....

Children need to be taught the importance of emotional intelligence and how to be good citizens

A 15-year-old girl was burnt when she was 5 and sexually abused when she was 12 by his stepfather. Her
case was filed in 2018, but it’s still in its early stages. Sexually abused since she was 12; for a period of four years, by her biological father. This drove this 16-year-old girl to attempt to end her life seven times. Hearing stories such as these have unfortunately become a norm in our country. This year started with 54 cases of child abuse being reported within the first 15 days. The extensive time taken to hear a case and the re-victimization within the system, failure in implementing the law and the absence of a policy are proofs that the country lacks an effective child protection framewor ....
