Law enforcers are mandated “to respect, protect and fulfill human rights even when no one is watching.”
This was stressed by the Center for International Law (CenterLaw) as it welcomed the issuance by the Supreme Court (SC) of the rules that require the mandatory use of body-worn cameras by law enforcers in the service of search and arrest warrants.
“Amidst increasing reports of civilian deaths at the hands of the police and under dubious circumstances, the technologization of the legal safeguards is a much-welcomed development,” CenterLaw said in a statement.
“The ‘Rules on the Use of Body-Worn Cameras in the Execution of Warrants’ remind our watchmen that they too are subject to the Filipino people’s watch,” it pointed out ....

PNP prepares for info drive on use of bodycams for its personnel

Gen. Guillermo Lorenzo Eleazar, chief of the Philippine National Police (PNP), has ordered a massive information drive for operating policemen on the rules issued by the Supreme Court in using the body-worn cameras and in serving search and arrest warrants.
Eleazar said he had already tasked the number three man of the PNP, Lt. Gen. Israel Ephraim Dickson, to coordinate with the Legal Service and the Human Rights Afairs Office (HRAO) on how to go about the information drive for all operating units in the PNP.
“While the Supreme Court Rules is yet to be implemented, it is but proper for us to be ready because aside from the fact that this is a product of cooperation between the PNP and the High Court, this will form part of our operational procedures,” said Eleazar. ....

PNP prepares to integrate SC rules on own protocols in bodycam use

Gen. Guillermo Lorenzo Eleazar, chief of the Philippine National Police (PNP), ordered on Saturday, July 10, the creation of a Technical Working Group (TWG) that will study and incorporate the rules on the use of the body-worn cameras issued by the Supreme Court to the existing protocols of the police force.
Eleazar said he had already tasked the Directorate for Operations and the Directorate for Investigation and Detective Management (DIDM) to come up with the list of people who will form the TWG in the soonest possible time.
Eleazar said the TWG was also instructed to come up with modules that will be used in the training and seminar programs on all the legal aspect of the use of BWCs to the police units which received the units last month. ....
