‘위험사회’는 독일 사회학자 울리히 벡(1944~2015)이 정립한 개념이다. 산업화를 거친 현대의 특징을 ‘위험’의 관점에서 분석한 것인데, 작명이 썩 탁월해 보이지는 않는다. 현대가 위험사회면 현대 이전은 안전사회였나? 현대가 그 전 시대보다 확률이나 강도 면에서 더 위험해졌다는 뜻이 아니다. ‘인간에 의해 위험해진 사회’ ‘전지구적으로 위험한 사회’ ‘빈부 가리지 않고 위험한 사회’ ‘위험을 통계적으로 예측할 수 없는 사회’로 변했다는 정도로 이해할 수 있다. 더 나은 작명도 쉽지 않을 것 같긴 하다.
현대 사회의 위험의 형질이 어떻게 변했는지, 핵을 들어 짚어보자. 체르노빌 핵발전소 참사는 자연이 아닌 인간(의 과학기술)에 의해 일어났다. 발전소 인근인 우크라이나와 벨라루스를 넘어 모든 유럽 국가 사람들의 건강과 생명에도 두고두고 막대한 피해를 줬다. 핵물질은 국가 간은 물론 개인 간의 빈부 차도 가리지 않았다. 그리고 보험업계의 위험 예측 모델을 아득히 초과했다. 1986년 체르노빌 핵발전소 폭발 사고를 보고 벡이 같은 제목의 책을 서둘러 발간했다는 사실은 의미심장하다.
기후위기가 일상 속까지 깊이 파고드는 걸 절감하는 올여름, 벡의 오래전 이론이 대단한 통찰이었음을 새삼 깨닫게 된다. 북미 서부의 살인적인 폭염이나 산불과 대서양 건너편 서유럽을 휩쓴 1천년 만의 대홍수는 상반되는 기상 현상이지만, 기상의 종합적 상태인 기후의 관점으로는 하나의 현상이다. 또한 두 지역은 산업화 초기부터 온실가스를 줄기차게 내뿜어온 지역이었고, 그럼에도 저개발 국가들보다 기후위기에서 훨씬 안전했다는 공통점이 있다. 그러나 이제 임계치를 넘어서고 있다.
‘그린 스완’은 기후위기에 따른 위기가 실물경제 위기를 거쳐 금융위기로 치달을 것을 경고하는 용어다. 금융 분야 가운데 보험업계가 체감하는 위기는 특히 심각하다. 올여름 북미 서부의 산불이나 서유럽의 대홍수 같은 위험을 상품화할 수 있는 보험자본은 없다. 내년 여름에는 어떤 기상 재앙이 발생할지 통계적으로 예측해 보험료를 매기는 것도 불가능하다. 아무리 돈이 많아도 보험에 가입할 수 없다. 인류는 위험을 통해 비로소 평등해지는가. 글로벌 억만장자들의 최근 우주 진출 경쟁은 전지구적 위험사회에서 탈출하려는 본능적 몸부림이 아닐까.
