Second Arrest Made In Oakdale Homicide

At approximately 10 a.m. on Wednesday, Dec. 23 detectives with the Sheriff’s Office Crimes Against Persons (CAP) unit arrested Nikkole Scruggs, 30, at her Oakdale home and booked her as an accessory in the September murder of Katrina Allen, 39, of Oakdale.
On Nov. 4, 2020, detectives arrested Stephen Frederick, 28, of Oakdale and charged him with the shooting death of Allen. During the course of the investigation, detectives learned that Scruggs had knowingly concealed evidence and based on her actions, allowed Frederick to evade arrest by providing transport on multiple occasions and allowing him to stay at her home. ....
