PDC and Red Cross go beyond response to anticipate disaster impacts

In a time of unprecedented humanitarian need, the International Federation of Red Cross and Red Crescent Societies (IFRC) and the Pacific Disaster Center (PDC), an applied science and research center under the University of Hawai‘i, have announced a partnership to anticipate disaster impacts. The two organizations are melding their common mission and individual resources to tackle some of the world’s most significant humanitarian challenges using next-generation anticipatory science and technology.
“When we learned that IFRC, the largest humanitarian organization in the world, was launching Anticipation Hub, an online knowledge exchange platform to shift the mindset of responders from reacting to anticipating disasters, we knew we had something significant to contribute,” said PDC Executive Director Ray Shirkhodai. ....

The IFRC earlier this month announced that its Disaster Relief Emergency Fund (DREF) had approved an allocation of 350,000 Swiss francs for a new early action protocol for Ethiopia with floods as the priority hazard.
The Ethiopia Red Cross Society (ERCS) is the primary implementer, with support from the Netherlands Red Cross (NLRC) and its 510 data team, the IFRC, and the Climate Centre.
A simulation exercise in early March in the Awash river basin was conducted “to test assumptions and to see if the EAP runs as effectively as possible or if there are potential tweaks that can be made in the process,” said Sirak Temesgen, NLRC Regional Disaster Risk Reduction Delegate. ....

NASA disasters programme joins Anticipation Hub

NASA last week joined the Anticipation Hub created by the German Red Cross, the IFRC and the Climate Centre with support from the German Federal Foreign Office and formally launched last month.
The disasters section of the US space agency’s Earth Applied Sciences Program will hope to add “unique perspectives from Earth-observing instruments operating within and above Earth’s atmosphere,” a NASA news story said Friday.
“NASA’s participation will…help illustrate how Earth is a complex system that is affected by land use, human activities [and the] social and economic context, as well as weather, water and climate phenomena.” ....
