في أزمة سد النهضة.. التصعيد حيلة ماكرة من آبي أحمد للهروب من أزماته

على الصعيد السياسى، يواجه آبي أحمد أزمة تهدد شرعية وجوده بعد الخروقات والانتهاكات التي شابت الانتخابات الأخيرة، إلى جانب موجات الاحتجاجات المتوالية التي تخرج إلى الشوارع والتي يواجهها آبي أحمد بحملات اعتقالات واسعة تطال رؤوس المعارضة وفي مقدمتهم جوهر محمد أحد أبرز المعارضين في إقليم أوروميا.
وقد انتشرت حركات التمرد المسلحة فى عدد من الأقاليم، كما تشهد أقاليم أخرى منها الأمهرا واروميا اضطربات دموية تهدد بانهيار النظام الفيدرالى فى البلاد.
على الصعيد الأمنى تبرز أزمة أقليم «
التيجراى» التى تحولت الى حرب أهلية ارتكبت فيها قوات
آبى احمد جرائم حرب أدانها المجتمع الدولى. ومن المعروف ان تلك الحرب اندلعت فقط لرفض الجبهة، التى كانت تتولى الحكم فى إثيوبيا على مدى 27 عاما، للسياسات التى اتبعها رئيس الوزراء الإثيوبى آبى أحمد ودمج الأحزاب العِرقية والإقليمية للجبهة الثورية، فى حزبه الجديد.
ورغم منع الحكومة الإثيوبية الإعلام المحلى والدولى من تغطية أحداث الحرب فى الإقليم، خرجت العديد من التقارير الدولية متهمة القوات الإثيوبية الفيدرالية وميليشيات الأمهرة وقوات إريترية بارتكاب جرائم حرب وعمليات اغتصاب جماعى فى إقليم تيجراى.
هناك ايضاًّ حروب اخرى ينخرط فها الجيش الاثيوبى مع الحركات المسلحة فيما يعرف بـ« جيش تحرير أورومو» الذى يشن هجمات على فترات على الجيش الإثيوبى. كذلك يشهد إقليم بنى شنقول الواقع فى أقصى غرب البلاد والذى يضم موقع بناء سد النهضة اختلالات أمنية متكررة نجمت عن تكرار وقوع هجمات مسلحة على العديد من القرى فى الإقليم.
على الصعيد الاقتصادى ابرز موقع « نيو بيزنس اثيوبيا » تقريرا مؤخرا يرصد فيه حجم التردى الذى تعيشه اديس ابابا فى عهد حكومة « آبى احمد» والتى لم تقدم لبلادها سوى مجموعة من الازمات والتمزق مع الانخراط فى حروب عرقية واقليمية ليس لها طائل. يقول الموقع ان الدولة غارقة فى المشاكل الاقتصادية، حيث تسجل اثيوبيا اعلى معدل تضخم وصل الى 19 %.
كما ارتفعت اسعار الوقود وتضاعفت اسعار النقل بين الاقاليم بشكل يفوق قدرة المواطن الاثيوبى، هذا الى جانب ارتفاع سعر رغيف الخبز بنسبة 50 % وغيره من السلع الضرورية بصورة غير مبررة .
يضاف لذلك ارتفاع نسبة البطالة مع غلق الحكومة الاثيوبية لعدد كبير من المصانع و
المؤسسات التجارية، حتى ان مؤسسة الاسكان الفيدرالية فى اثيوبيا عجزت عن بناء عدد كاف من الوحدات السكنية تناسب عدد مواطنيها الذى يتعدى ال 118 مليون نسمة . فخلال 18 عاما لم يتم بناء سوى 171 الف وحدة سكنية فقط . ويعيش حاليا اكثر من 37 مليون اثيوبى تحت خط الفقر.
يذكر ان وكالة التصنيف الائتمانى العالمية « فيتش » خفضت تصنيف اثيوبيا من B الى ccc بسبب تخلف اثيوبيا عن سداد ديونها الخارجية . فمن المطلوب من حكومة ابى احمد تسديد حوالى 30 مليار دولار امريكى بحلول عام 2022.
ويرى موقع « افريكا اند زى وورلد » المعنى بالشأن الافريقى ان الفساد وسوء ادارة موارد البلاد احد اهم اسباب ازمات اثيوبيا الداخلية، حيث انشغلت الحكومة فى تصدير مشروعات وهمية لشعبها، جعلت اكثر دولة تتمتع بوجود انهار وبحيرات عذبة لم تستغل سوى 15 % فقط من مساحة اراضى البلاد فى الزراعة.
ويواجه آبى احمد ايضاً ضغوطا داخلية كبيرة بسبب وعوده المتكررة للشعب الاثيوبى بتحسين ظروفه الحياتية وتوصيل الكهرباء، إلا انه لم يتمكن من الايفاء بأى من وعوده ما يهدد بتراجع شعبية الحزب الحاكم وخسارة السلطة.

Addis Abeba, May 24, 2021- The Ethiopian Media Authority (EMA) today released a statement expressing the government’s commitment to Freedom of Expression and Press Freedom. In the statement, the EMA recalled the reforms made in terms of the freedom of expression over the last Three years such as freeing journalists and political prisoners. “A lot of restrictions and obstacles that were in place for years have been completely removed or reformed to give better access to information for journalists, both for foreign and national.” the statement read.
