Report: State Needs More Resources To Meet Energy Savings Goals

A new report says New Hampshire’s state government has cut back its fossil fuel and energy use in the past 15 years, but still falls well short of the goals set by a 2016 executive order.
The state owns more than 700 buildings and about 1,900 passenger vehicles and trucks. All of that uses a lot of energy, which is expensive, and emits greenhouse gases that contribute to climate change.
An order from former Gov. Maggie Hassan set ambitious goals for the state to decrease fossil fuel use and emissions of those assets to fight climate change and cut costs. ....

Federal Omnibus Includes Long-Sought Wood Heat Tax Credit For Homeowners

Homeowners who install modern wood heating systems can now get a new tax credit, under the federal omnibus bill passed late last year.
New Hampshire’s Congressional delegation supported the measure, which the state’s timber industry has wanted for years.
The credit applies to home heating systems such as stoves and boilers that run on cordwood, wood chips or wood pellets, with a federal rating of at least 75% efficiency.
These systems can cost thousands - or tens of thousands - of dollars up front, but are cleaner and cheaper than fossil fuels over time.
With the new credit, homeowners who install one of these systems can take 26% of the installation cost off their tax liability for 2021. The credit steps down to 22% in 2022 and 2023. ....

N.H. Regulators Delay Key Energy Efficiency Decision, Extending Current Rates

The state Public Utilities Commission says it needs more time to decide on the future of New Hampshire’s energy efficiency programs, meaning no immediate changes to residents’ utility bills.
The PUC has spent the past several months weighing a plan from the state’s electric and gas utilities for how much less energy they aim to sell through efficiency programs from 2021 to 2023.
It s designed to save money and decrease carbon emissions, but ratepayers have to cover the up-front cost – less than a dollar per month for average residents, through the System Benefits Charge on utility bills.
Stakeholders – including the utilities, community action agencies and environmental groups – agreed to scale back the plan in a settlement earlier this month, after the more ambitious initial plan came under fire from PUC staff, conservative lawmakers and the state Business and Industry Association. ....
