Ogdensburg library supporters rally as phased decline in city funding comes to an end


OGDENSBURG — Library users, taxpayers, constituents — one and the same — rallied outside City Hall on Monday night.
The group of about 30 people gathered ahead of City Council’s first of two April meetings, asking passing voters and motorists to support a May school district referendum to fund the Ogdensburg Public Library.
The library Board of Trustees is hoping for $225,000 in funding from property taxpayers in the district to boost the steady decline in city contributions over the last six years.
The phased decline was designed to increase self-sufficiency of both the library and the Frederic Remington Art Museum, eventually cutting the city contribution altogether, City Manager Stephen P. Jellie said. Councilor Michael B. Powers contended the plan was to increase the fund balance and start to slow down contributions, “not to completely phase out, unless necessary.” ....

Ogdensburg accepts draft development plan, planners and public to review

OGDENSBURG – Despite some debate over ensuring the need for adequate public review and assurances it would not replace the Local Waterfront Revitalization Plan, Ogdensburg City Council agreed to accept a draft Community Development Plan.
Deputy Mayor John Rishe with some help from fellow councilors drafted a 30-page plan.
Despite frequent disagreements between factions of the city council, the plan passed 6-0. Councilor Nichole Kennedy was not present.
Councilor Daniel Skamperle said while he has some ideas that differ from the draft, he believes it s a good place to start. ....

OGDENSBURG – Deputy Mayor John Rishe with some help from fellow councilors has drafted a 30-page Community Development Plan which he hopes will be reviewed by the planning board and the public in coming months with adoption anticipated this summer.
Rishe called for such a plan not long after being elected, but with a focus on cutting costs, preparing such a document is typically a pricey endeavor. Rishe, who serves as an economic developer at the OBPA, decided to take action on his own.
The document addresses economic development and job creation, waterfront redevelopment, downtown redevelopment, tourism, housing, historic preservation, recreation, transportation, education, arts and culture, New York State facilities and the tax rate. ....

O'burg budget proposal expected to be approved tonight cuts 7 fire positions, reduces levy, provides neighborhood center funds

OGDENSBURG – Ogdensburg City Council passed the budget that cuts more than $200,000 from the tax levy in a split vote Wednesday.
Voting in favor were Mayor Jeffrey Skelly, Deputy Mayor John Rishe and councilors Steve Fisher and Bill Dillabough.
Opposed were councilors Nichole Kennedy, Michael Powers and Dan Skamperle.
Attempts to amend and table the budget by the council minority were unsuccessful.
Skamperle asked the council to entertain a settlement from the fire department that would allegedly save the city $2 million over some time.
The settlement allegedly offered by the department has not yet been obtained by North Country This Week. ....
