A senior administration congressman on Monday, March 15 asked the House of Representatives to open an inquiry, in aid of legislation, into the “frequently changing testing and quarantine protocols” on foreigners and returning Filipinos imposed by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases.

In House Resolution No. 1650, Kabayan Partylist Rep. Ron  Salo urged the Committees on Health and on Overseas Workers Affairs to jointly conduct the investigation.
HR 1650 was filed on the heels of the first year since the coronavirus disease (COVID-19) hit the country.

LABOR OFFICIALS told Congress that mandatory insurance for overseas workers should only apply to agency hires for now, citing the need to clear up some legal and budgetary hurdles before such a policy is legislated.
At a House Committee on Overseas Workers Affairs hearing Thursday, the administrator of the Philippine Overseas Employment Administration, Bernard P. Olalia, said amendments are needed to current law before insurance payments can be required of some classes of overseas workers like direct hires and overseas Filipino workers (OFWs) employed under government-to-government agreements.
“We recognize that only agency hires shall be subjected to the mandatory insurance coverage,” he said in the hearing, adding that labor officials have long sought the amendment of Republic Act 10022, or the Migrant Workers Act of 1995, in order to expand the types of OFW subject to compulsory welfare insurance. ....

The House Committee on Overseas Workers Affairs has called on government to immediately ratify the International Labor Organization Work in Fishing Convention No. 188 that was adopted over 14 years ago to protect fishing crew in foreign commercial vessels, many of them Filipinos currently facing various abuses and exploitation, including “slave-like” working conditions.

In a virtual meeting Wednesday, the House panel chaired by TUCP Partylist Rep. Democrito C. Mendoza unanimously approved House Resolution 1152 urging government to ratify the WFC 188 that was adopted during an ILO general conference which was reportedly attended by the Philippines.
Despite its adoption in 2007, the WFC 188 was not completely processed by the Philippines for approval by the president and for subsequent confirmation by the Senae. ....
