Solana Beach budgets show post-pandemic projections

Later this month, the Solana Beach City Council will approve a two-year budget for the 2021-22 and 2022-23 fiscal years, with projections that map out a gradual return to normal after a year of cutbacks caused by the COVID-19 pandemic.
“We’re kind of in the same place we were last year at this time, just on the opposite end,” Ryan Smith, city treasurer, said during the May 26 City Council meeting, when council members began reviewing some of the projections.
“There is a little bit of uncertainty on where revenues are going to go,” Smith continued. “There are certain aspects of the economy that appear to be pushing revenues higher, and there are also some aspects that are suggesting to hold back a little bit.” ....

With a growing climate crisis, the Solana Beach Climate Action Commission will consider the carbon tax bills in Congress and recommend the ones that it thinks the Solana Beach City Council should support with a resolution.
“The environmental, health and social costs of carbon emissions are not included in prices paid for fossil fuels, but rather these externalized costs are borne directly and indirectly by all Americans and global citizens,” Assistant City Manager Dan King said in a presentation to the council on Jan. 27.
Those bills include the Energy Innovation and Carbon Dividend Act of 2019, which is co-sponsored by U.S. Rep. Mike Levin, D-San Juan Capistrano, whose district includes coastal North County. Other House members in San Diego’s congressional delegation, including Reps. Scott Peters and Juan Vargas, are also among its 86 cosponsor ....

Court won't dismiss defamation case involving Solana Beach mayor, political opponent and online alter egos

An appeals court ruled against dismissing lawsuits filed by Solana Beach Mayor Lesa Heebner and a local developer in a defamation case involving conflict-of-interest allegations made by a political rival, a campaign manager and an alter ego.
The lawsuits, which were filed in 2017, will return to the Superior Court for a jury trial.
The case stems from the 2016 Solana Beach City Council election, when psychiatrist Ed Siegel was one of six candidates vying for three at-large seats.
According to court documents, Siegel received a text in August 2016 from his campaign manager, Brian Hall, saying that they needed “retaliation” against Heebner, who said during a Democratic Party Central Committee meeting that Siegel was “not electable.” Heebner, who once owned a kitchen design business, had been on the City Council since 2004 and announced earlier that year she would step down at the end of her term. ....
