When I finished the substantive work on this post, it occurred to me that the Valcourt-Williams case and the arising out of requirement are sorta like a hurricane. Comedian Ron White describes a man who

Dear ER:
A traffic circle? Really (“Many a close call on Prospect,” ER Feb. 1, 2021)? As if gridlock isn’t enough of a problem on Prospect Avenue, south of Aviation Boulevard, where the street is only one lane in each direction. Now our out-of-touch city council wants to put a traffic circle in at 10th Street. Speeding traffic is not the problem. It’s not possible to speed down Prospect with all of the stop signs along the way. The problem is stopping at the stop signs. Trying to slow down traffic that is already slow will do nothing but cause a line of cars to back up onto Aviation. The solution is to enforce drivers to stop at the stop signs.The time, money and effort involved in the useless studies, construction and implementation of these so called “traffic calming” measures would be better spent in enforcement of our traffic laws that are already in place via stop signs. ....

The pandemic in Manhattan Beach was met with an uneasy mixture of community cooperation and outright defiance in a year in which the city’s conflicts would mirror the nation’s.
Manhattan Beach by year’s end will have experienced four deaths and more than 750 COVID-19 cases, a lower incidence than most of Los Angeles County and much of the United States, but by global metrics a higher incidence rate than India, Russia, and Peru. Yet the city found itself in the regional and sometimes national spotlight as the pandemic progressed, first when a surfer was fine ....

“It will make it safer and I’ll probably use it more often. It’s an exciting project for this part of town and I’m happy to see it coming,” said Dan Edwards.
Virginia Beach School Board member and avid cyclist on Centerville Turnpike, Dan Edwards said he’s excited. The project won’t start until 2023 and will take about two years to complete.
“The improvements as far as cycling and sidewalks are needed,” he said.
City leaders want to hear what you think. They are hosting a virtual public meeting. The deadline is January 21st. ....
