HILTON HEAD, S.C. (Tribune News Service) Residents of military housing across the country will soon receive additional power in their dealings with landlords under the U.S Department of Defense s tenant bill of rights, as four provisions that have been held up over the last year are slated to take effect June 1.
Part of the 2020 fiscal year s National Defense Authorization Act, the tenant bill of rights took effect last May as a reform to address military housing s issues with mold, rodents, lead-based paint and other health and safety hazards. Fifteen provisions were passed immediately, including the right to be moved into alternative housing during repairs, the right of access to military legal assistance during dispute resolution; and the right to receive notice before a landlord enters one s apartment. ....

A retired Army colonel and his former West Point roommate believe they have discovered a nearly forgotten and possibly first Black unit in the Civil War and are spearheading efforts to see the history-making soldiers honored nearly 160 years later.
The career soldiers-turned-amateur-historians, retired Col. Chris Allen and retired Lt. Gen. Ben Hodges, former commander of U.S. Army Europe, say the members of the 1st South Carolina Volunteers of African Descent could be the first Black soldiers to wear Union uniforms, perhaps a year before the famed 54th Massachusetts Infantry Regiment, which was profiled in the acclaimed 1989 film “Glory.” ....

Jan. 31 In three decades of public service as a Navy doctor, Edward Simmer has counseled sailors and soldiers shell-shocked by the trauma of war.
He s faced angry military retirees, upset about changes in health care. And he s testified before Congress about helping military families with special needs children.
Now, Simmer is seeking to take charge of South Carolina s embattled health department during a disease crisis that is killing thousands of people.
But not everybody is sure why he wants the job. He s a 56-year-old career military man who was recommended for a job with a high burnout rate at a time when the state Legislature is discussing whether to break up the Department of Health and Environmental Control. ....
