I don t know  but I can guess  what Gov. Ned Lamont doesn t want us to learn from withheld communications between his office and his hand-picked chairman of the scandal-plagued Connecticut Port Authority.
After all, it was the governor himself who disclosed that the cost of port authority renovations at State Pier, crafted for utilities Eversource and Ørsted, has shot up a cool $43 million even before the authority made public the overruns, which state taxpayers will be responsible for paying.
Clearly Lamont is closely involved with the port authority s project, which could end up as a subsidy of $150 million or more made for the utilities without a single study or cost/benefit analysis of what kinds and how many jobs it might create. What we do know without a study is that the project already has eliminated dozens of jobs and put people out of work. ....

I am sorry to say that not only did New London Mayor Michael Passero sell out the other victims of Gov. Ned Lamont s $200 million remake of State Pier  from road salt contractors and longshoremen to local fishermen when he signed a deal with the rich utilities that will profit from the project.
But he settled cheaply.
The host community agreement Passero signed in February provides new money for the city only if the planned project is completely executed at full scope and some cheaper, more modest plan is not approved instead.
With cost overruns clocking in at increments of tens of millions of dollars and a public hearing set to begin soon on the enormous environmental permits required to remove a hillside and fill in 7 acres of the harbor, the prospects of the city getting any new money from this new host deal are still dubious. ....

New London  Members of the Connecticut Port Authority have sought opinions from the Connecticut Office of State Ethics in response to questions and a challenge issued by The Day Editorial Board about whether certain activities constitute a conflict of interest.
CPA board member John Johnson has asked for a ruling on whether his ownership of a commercial property near State Pier should prohibit him from voting on matters related to the pier. The quasi-public agency now owns and is managing the multi-million reconstruction of State Pier.
Day opinion columnist David Collins, in a recent column, argues Johnson “continues to participate in votes and discussion of State Pier while he stands to profit by industrial property he owns nearby.” ....
