Kansas lawmakers are considering two measures recommended by the state s Criminal Justice Reform Commission.
Two bills pending in the Kansas Legislature would slim down penalties for minor drug crimes.
Supporters of the lighter sentences contend the changes would give Kansas more reasonable drug laws and carve away at the state’s prison population.
Opponents told a Kansas House committee this week that the legislation would go too far, discounting that all drug crimes even relatively small offenses feed an often-violent illegal drug trade.
One bill would shorten prison and probation sentences for the lowest-tier of drug crimes like possession or intent to distribute a small amount sometimes by as much as half. ....

As cries of no justice, no peace and Black lives matter once again rang out in streets across the country this summer, policymakers were faced with the most intense calls yet to increase racial equity in policing.
Kansas was not immune to those discussions in the wake of the death of George Floyd at the hands of Minneapolis, Minn., police. Protests followed in Topeka, Wichita and scores of other communities, as residents again sought changes in their backyards and across the state.
Whether state legislators will consider advancing aggressive reforms favored by those activists, however, remains unclear. And some changes, like alterations to how police departments are funded, can only be pursued at the local level. ....

Kansas governor to propose treatment center for inmates

TOPEKA, Kan. (AP) Gov. Laura Kelly plans to propose creating a treatment center at Kansas’ largest prison for inmates with substance abuse problems.
Kelly said she plans to recommend adding a treatment center at the state prison in Lansing in the Kansas City area, The Kansas City Star reports. Her proposal mirrors a recommendation from the Kansas Criminal Justice Reform Commission to use space in an existing prison for a 240-bed substance abuse treatment center.
The governor said Wednesday in an interview that inmates could be sentenced to the new center for intensive treatment, rather than being housed in other prison space. ....
