But lawmakers ran out of time on several consequential measures
including bills that would have expanded vote-by-mail, allowed lawmakers to conduct business remotely during the pandemic and eliminated newly expanded income tax deductions for business owners. Another bill relating to the state’s rollout of legalization of adult-use marijuana also failed to pass, as did a measure that was part of the Illinois Legislative Black Caucus’ health care agenda.
House Democrats fell 10 votes short of passing a bill, endorsed by Gov. JB Pritzker, that would have eliminated certain tax deductions for Illinois business owners that were created under the federal CARES Act. Pritzker has argued this change by the legislature is needed to prevent revenues from shrinking by more than $500 million during the current fiscal year, thus enlarging the state’s $3.9 billion budget deficit. ....

Welch becomes top candidate for IL House Speaker

SPRINGFIELD, Ill. Rep. Emanuel “Chris” Welch is now the top contender to take over as Illinois House Speaker.
The Hillside Democrat could become Illinois’ first Black House Speaker if he garners 60 votes on Wednesday.
Welch gained traction as a candidate after Speaker Mike Madigan suspended his campaign on Monday.
State Representatives Ann Williams and Stephanie Kifowit dropped out of the Speaker’s race Tuesday night.
Welch has received unanimous support from the Legislative Black Caucus, after a majority of its members originally endorsed Madigan.
House Democrats were expected to hold another caucus meeting Wednesday morning.
Party members could have a new leader in place before ending the lame duck session. ....

SPRINGFIELD, Ill. – Rep. Emanuel “Chris” Welch is the top candidate to take the gavel for the Illinois House. The Hillside Democrat could become the first Black House Speaker in Illinois history if he gains 60 votes Wednesday. Welch gained traction as a candidate after longtime Speaker Mike Madigan announced he would suspend his campaign Monday.
Welch received support from 50 members during a caucus vote Tuesday night with Rep. Jay Hoffman (D-Swansea) receiving 15 votes. Rep. Ann Williams (D-Chicago) and Rep. Stephanie Kifowit (D-Oswego) dropped out of the Speaker’s race Tuesday night. Rep. Kathleen Willis (D-Addison) ended her campaign for the post Monday night. ....
