After speaking to the investments made possible by the FY22 state budget this morning, Governor JB Pritzker signed Senate Bill 2017, the FY22 Budget Implementation Act, as well as the certification of the General Assembly’s concurrence on Senate Bill 2800, the state’s spending plan.
“By signing the state budget today, Illinois is taking a giant step forward, toward true fiscal stability,” said Governor JB Pritzker. “We balanced the 2022 fiscal year budget independent of the American Rescue Plan, by working together with tireless lawmakers who went up against the challenges of a global pandemic and passed a budget that meets the moment. Together, we are putting Illinois on the right track.” ....

SPRINGFIELD Despite budget woes stemming from the COVID-19 pandemic, Gov. JB Pritzker recommended several increases for programs to increase diversity, equity, and inclusion in his budget address. State higher education leaders say they are grateful that Gov. Pritzker is continuing his commitment to higher education during these unprecedented times. Higher education funding for public universities and community colleges in Illinois would remain mostly flat for fiscal year 2022 as outlined in the governor’s budget address. 
Overall, the governor’s budget proposal would put higher education funding in Illinois at $2.097 billion. ....

✓ Estimated $650 million in collectively- bargained cost savings with employees through FY23.
✓ An additional $260 million in savings achieved through negotiated insurance rates and contract terms with providers.

Behind the fancy savings language, I’m reading more delayed payments for health providers to state employees and retirees. Possibly higher co-pays or increased insurance payments by employees / retirees. And expectations of clawbacks in the next labor union contract.
Those 3 items in the summary come to $1.8B. Not quite smoke and mirrors, but not guaranteed. Likely a double whammy to existing state employees. ....
