Two education measures newly adopted in Oklahoma mark a win for those who subscribe to the philosophy that public tax dollars should follow students to the school of their choice.
Gov. Kevin Stitt signed into law bills to alter the school funding formula and expand students’ ability to transfer between schools.
Supporters of the funding measure, House Bill 2078, say it will more closely align school funding with enrollment trends. And the transfer measure, Senate Bill 783, allows students to more easily and frequently move to a school that better meets their needs. ....

93-year-old caps 51 years on Oklahoma school board

Considered a cornerstone of Millwood Public Schools, one of Oklahoma s longest-serving elected officials has retired from 51 years on the district Board of Education.
Frances Percival, 93, attended her final school board meeting Monday evening. First elected to the board in March 1970, Percival chose not to seek re-election this year amid the COVID-19 pandemic.
Percival has been a steadfast presence in the district since she began volunteering as a Millwood parent in 1958. Two of her children attended Millwood schools after she and her husband built a home in the northeast Oklahoma City district.
Even though she ll no longer sit on the school board, Percival said she won t stop coming back to Millwood. ....

The state funding formula is designed to cover the gap between local revenue and the amount necessary to have quality schools in each community. Charter schools, like Epic, receive no local tax revenue and nearly all funding comes from the state.
Hilbert said preventing a sustained windfall to Epic is one of the reasons he proposed the measure.
“The district with the most to lose is Epic, because they got as high as 60,000 students at one point, and they’ll be able to use that for two years after this year if we don’t change the law,” Hilbert said on the House floor Wednesday. ....

The dictionary would have a difficult time anyway. There are several competing definitions in Oklahoma.
Gov. Kevin Stitt referred to “ghost students” in his State of the State address as students who no longer attend a district, but their former school still receives state funds as if they did.
Stitt’s use of the phrase might have come as a surprise to some. It first entered Oklahoma’s lexicon in July 2019 from court records documenting a criminal investigation of Epic Charter Schools. ....
