San Diego's proposed cannabis equity plan gets $75K state grant

The study will provide a data-informed look at the historical impacts of cannabis criminalization on San Diego, evaluate potential opportunities and constraints in the current regulatory framework, and provide policy recommendations to assure equity and diversity in the emerging industry, city officials said.
“The assessment to be conducted under this grant will be foundational in the development of regulatory framework changes that may be needed for San Diego’s cannabis program,” said PJ Fitzgerald, who heads the city’s Cannabis Business Division. “Viewed through an equity lens, we will ensure all our communities have access to participate in the legalized cannabis marketplace.” ....

The San Diego City Council’s appointment of members to sit on the Public Safety committee that oversees the police department did not include any of the minority Councilmembers that represent communities most affected by crime, police shootings, and gangs.
Last week, Councilwoman Myrtle Cole was elected to serve as the Council President and one of her first duties was to assign committee chairmen and members. Councilwoman Cole appointed four members to the Public Safety Committee; Chairman Chris Cate, who represents Mira Mesa; newly elected Councilwoman Barbara Bry, representing La Jolla; Councilwoman Lorie Zapf, represents Point Loma; and newly-elected Councilman Chris Ward, who represents Downtown, Hillcrest and North Park. ....

Confederate Plaque Removed from Horton Plaza Park


The City of San Diego removed a plaque honoring Jefferson Davis, President of the Confederacy, from Horton Plaza Park in downtown San Diego on Wednesday, Aug. 16, joining other cities around the country removing statutes and monuments to prominent historic figures of the Civil War era.
A petition, posted on Change.org, asked that the plaque be removed and was directed at San Diego Mayor Kevin Faulconer, Councilman Chris Ward, and President of the California Division of the United Daughters of the Confederacy, Scarlett Stahl.
“San Diegans, especially our African American and other people of color community (sic), as well as the hundreds of thousands of visitors each year, should not be asked to honor our nation’s racist past, nor support the continued racism and hate we see today around the nation,” the petition read. ....

On Dec. 8, Council members unanimously agreed to apply for and accept $16.9 million worth of federal anti-terrorism grants. The item was placed on the consent agenda, without any additional information about how the money would be spent. None of the officials asked. ....

Former San Diego Mayor Faulconer solicited most donations in final year in office, records show

Weeks after the November election, former San Diego mayor Kevin Faulconer continued to solicit and collect donations for his favored charities and projects, adding to what already was the highest-grossing year for such efforts in his six-plus years in office.
According to disclosures filed with the San Diego City Clerk, Faulconer reported $122,822 in behested payments after San Diego voters selected Todd Gloria as their next mayor.
Behested payments are contributions made by third-party donors at a public official’s request. State law requires that such cash and in-kind gifts be disclosed so the public can see who is donating money to a public official’s favored cause. ....
