Board narrowly approves liquor use at Chucky's over neighbor objections


CUMBERLAND – When someone can’t be taken at their most basic word on a statement with no gray areas, what else matters, says Town Councilor Scott Schmitt.
Schmitt logged one of three no votes in the minority of a 4-3 decision last week to approve a zone change for the Chucky’s Creamery property at 48 West Wrentham Road allowing a liquor use there.
Some neighbors opposed the change, noting that they were promised in certain terms by property owner Michael Bouthillette in 2017 that he would not be back in the future seeking permission to sell alcohol if the council approved a zone change for the property allowing a restaurant use at that time. ....

Cumberland councilors disagree on allowing tent sales of fireworks


CUMBERLAND – Town leaders want to do everything possible to avoid a repeat of the endless fireworks that wreaked havoc on local neighborhoods last summer.
Applications for hawker and holiday licenses in Cumberland are typically fairly routine matters, but some council members took the opportunity during a hearing for Joshua Nielson’s Phantom Fireworks last Wednesday, March 3, to bring up the wider issue of quality of life impacted by the barrage of summertime explosions.
Councilor Lisa Beaulieu said she understands that ground-based fireworks are legal, and that people were especially ready to set off fireworks of all kinds during a pandemic year when they were stuck at home, but she wants to see discussions about how Cumberland can improve the situation for residents this year. ....

Communities struggle to get sidewalks cleared

Northern Rhode Island communities remain largely unfriendly to pedestrians after snowstorms, a safety issue brought on by inconsistent clearing and enforcement efforts, and officials are most often declining to fill in the gaps with municipal crews.
Officials in several cities and towns remain reluctant to issue tickets for failure to clear sidewalks, despite the presence of ordinances requiring such work to be done by abutting property owners within certain timeframes, and they’ve also not been enthusiastic about buying sidewalk plows and doing the work as a mu ....
