Positioned at center stage at the conference was Congressman Mike Simpson's recent proposal to breach the dams. "(Some argue Congressman Simpson's) proposal (is) anti-hydro power. This is a tiresome accusation is almost obviously the reverse," stated Shannon Wheeler, chairman of the Nez Perce Tribal Executive Committee.
