From refugee camp to Roanoke: Kee Lah Soe to graduate, smiling and singing


Kee Lah Soe was an orphan in Southeast Asia four years ago when opportunity knocked on the door of her bamboo hut.
Authorities offered to relocate her and family members from a refugee camp in Thailand to Roanoke. That moment opened many doors, including to Patrick Henry High School, from which she will graduate Friday at age 22.
“Can’t wait,” Kee Lah said.
She is one of an estimated 775 Roanoke seniors who will cross the commencement stage at the Berglund Center.
In the four years that have passed since her arrival, Kee Lah learned English, met graduation requirements and took up singing with help from a team of teachers, all while taking care of a brother with whom she lives and who has special needs. A Roanoke human services agency guided her through resettlement, an apartment complex friendly to refugees and immigrants rented her an apartment and church welcomed her for worship and Bible study. An anonymous donor paid a large share of her bills. ....

Crater Area Coalition on Homelessness can now house any veteran in 30 days

PETERSBURG The Crater Region is now the 11th community in the nation to reach functional zero for homeless veterans, as officials celebrated on Thursday. 
The term functional zero when a community is able to identify and serve homeless individuals within 30 days. The region originally hit the milestone in February; a homeless sub population must fall below 3 in order to be considered.
“We now know, because we have experienced it, that ending homelessness is possible,” said Kimberly Tucker, senior director of Flagler Housing & Homeless Services at St. Joseph’s Villa.
Tucker, along with community leaders, commemorated the procurement in a press conference outside the Historic Petersburg Courthouse on Thursday morning. Speakers honored the work done by Flagler Housing and Homeless Services and joint organizations and extended hope in achieving the same accomplishment in other homeless populations. ....

Chesterfield budget proposal includes increased BPOL threshold
Chesterfield County Administrator Joe Casey presented his proposal for the county’s fiscal year 2022 budget last week.
The $806.8 million general fund features $344.7 million in local funding to the school district, as well as $226.8 million in capital improvements that include $19 million for sidewalk upgrades. The proposed general fund for FY22 is an increase of $84.9 million (11.7 percent) compared to the adopted FY21 budget.
The budget would increase the collection threshold for the business and occupation license (BPOL) tax, upping it to $400,000 from $300,000 effective July 1. In doing so, more than 6,400 small- and medium-sized businesses would be exempt from the tax, according to the county. ....
