When Megan Fox saw how heavy the rain was falling on Kauai’s North Shore with no sign of letting up, she called a friend with a boat. Fox is the executive director of Malama Kauai, an organization that provides free food programs for Kauai’s low-income community as well as Community Supported Agriculture (CSA) boxes for islanders; and the next day was their regular CSA delivery day for Hanalei residents. Whenever rain swelled the Hanalei River, the Department of Transportation closed the bridge, stopping traffic in or out of the Hanalei area. ....
