Speaker Terlaje opposes increasing project s area on base

A project within the Marine Corps main cantonment in Dededo needs to expand in acreage, according to a military memo, but Speaker Therese Terlaje opposes this change, citing a threat to historic sites on base.
The entire area .consists of ancient villages and settlement areas of Måguak, Sabanan Fadang, Haputo, Pugua Point, Taguac and Machanao which have been disturbed and/or destroyed over time, Terlaje stated in response to the military memo.
While I respect the survey reports conducted from decades past of the (base)… we also know that these surveys have been incomplete or incorrect in their assessments of known historic sites …particularly when we have seen at least 10 inadvertent discoveries of artifacts and inadvertent discoveries of human remains of at least 12 individuals from the Latte Period in the last three years of clearing and construction activities, she said.  ....

The Vigilance Committee and Sen. Telena Nelson s office sent records requests to the preservation office last month after the Pacific Daily News reported there are more ancient burials at the new Marine Corps base under construction in Dededo. Nelson chairs the Guam Legislature s committee overseeing preservation.
The office rejected both requests, citing the National Historic Preservation Act  54 U.S.C. §307103  and said the Department of Defense made the determination the information cannot be disclosed.  ....
