REGION The summer heat is keeping the Clean Energy Alliance on its toes, requiring North County’s municipal aggregation program to keep a watchful eye on regional and local energy rates.
CEA Executive Director Barbara Boswell updated the board during its June 24 meeting, also reporting on the state of hydroelectric power, budget, expansion and exit fees.
Also, CEA Chairwoman Kristi Becker said Solana Beach, San Elijo Joint Powers Authority (water) and the Encina Water Authority upgraded to the Green Impact plan, which is the 100% renewable energy option.
Also, the board discussed the recent feasibility study between Escondido, San Marcos and Vista, which was conducted by EES Consulting, who performed the study for Carlsbad, Del Mar, Oceanside and Encinitas several years ago. ....

Solana Beach will finally proceed with a much-needed, long overdue upgrade to the city’s website.
The City Council unanimously voted May 12 to contract with 360Civic, a company based in Orange County that has provided website design and other services to San Diego, Beverly Hills, Santa Ana, and several other cities and government agencies throughout Southern California.
Last updated in 2012, the website is “outdated and difficult to navigate,” according to a city staff report, and has pages that are “redundant and not updated with recent information.”
“This is an item that has been on our work plan and we’re excited to bring it forward at this time,” Solana Beach City Manager Greg Wade said. ....

North County's new kid on the energy block: Three-city community choice program launches Saturday

A new community choice energy program
encompassing three North County cities Carlsbad, Del Mar and Solana Beach begins enrolling the first of about 58,000 customers on Saturday, offering an alternative to San Diego Gas & Electric when it comes to purchasing sources of energy.
Called the Clean Energy Alliance, the community choice aggregation, or CCA, program promises to offer residential and commercial customers cleaner power than SDG&E. But at least for now, customers will see only a tiny reduction in their monthly bills in comparison to the incumbent utility. And in the case of customers in Solana Beach, rates will be slightly higher than SDG&E’s. ....

Solana Beach extends COVID-19 temporary use permits for businesses

The Solana Beach City Council unanimously approved the extension of a COVID-19 temporary use permit policy that has allowed restaurants to expand outdoor dining.
The policy will now be in place until Jan. 1, 2022, or until statewide emergency public health orders are lifted. It was set to expire at the end of April.
“The literal lifelines that kept many of us afloat outside of (Paycheck Protection Program) loans was pick-up orders and outdoor seating expanding the premises,” said Tom van Betten, co-owner of the Saddle Bar.
He was one of the public speakers during the April 28 council meeting in support of the extension. He mentioned the possibility of embracing more space for outdoor dining long-term in San Diego, similar to sidewalk cafes that are common in Europe. ....

North County energy program comes in 2.2% lower than SDG&E for most customers

A community choice aggregation energy program in North County anticipates offering a default product to most of its customers that is about 2 percent less expensive than San Diego Gas & Electric, with a higher percentage of renewable sources.
The Clean Energy Alliance made up of the cities of Carlsbad, Del Mar and Solana Beach will begin serving about 58,000 customers in May and June. As a CCA, it will replace SDG&E when it comes to purchasing power for those three municipalities.
SDG&E will still maintain other responsibilities, such as delivering energy, maintaining infrastructure (poles and wires) and sending bills to customers each month. ....
