Man charged in arson near North East; four firefighters burned


NORTH EAST — Investigators have arrested a man and charged him with attempted murder, arson and other offenses in connection with an intentionally-set fire that destroyed an unoccupied mobile home near North East in February and resulted in four volunteer firefighters suffering burns, according to the Maryland Office of the State Fire Marshal.
The suspect - Dwight Heath Holmes, Jr., 32, of Elkton - allegedly torched the house in the 100 block of Superior Court in the Lakeside Mobile Home Park shortly after midnight on Feb. 10, after making arson threats to his ex-girlfriend, who had been staying there, court records allege.
Sr. Deputy State Fire Marshal Oliver J. Alkire reported that Holmes targeted the house because his former girlfriend had rejected his requests to renew their relationship and that he set fire to the place at a time when he knew she normally would have been inside the dwelling.

Elkton man facing child porn charges after raid


ELKTON — A man is facing 12 child pornography charges after investigators raided his Elkton residence on Monday morning, ending a six-month-long investigation, according to the Maryland State Police.
Investigators identified the suspect as 27-year-old William Burroughs, who is charged with six counts each of distribution of child pornography and possession of child pornography, police reported.
MSP investigators conducted a court-approved search of Burroughs’ residence shortly before 7 a.m. Monday, after developing him as a suspect, and they arrested him there during that raid, police said. FBI Maryland Child Exploitation Task Force agents and Elkton Police Department officers assisted MSP detectives during the court-approved search, police added.

Police: Man punched MSP trooper in North East


NORTH EAST — A man is facing numerous charges after he allegedly punched a Maryland State Police trooper on a street in North East, moments before the investigator confiscated a loaded handgun that had been reported stolen and a dozen baggies containing suspect heroin mixed with fentanyl, according to Cecil County District Court records.
The incident leading to the arrest of the suspect – Jeremy Brooke-Thodos, 32, of the 100 block of West Huron Court near North East – started at approximately 3:20 p.m. on Tuesday, when patrolling MSP Tfc. Arment noticed Brooke-Thodos walking in the area of Jethro Street and Mauldin Avenue, police said.

Police: Maryland Man Facing Child Sex Solicitation Charge


Maryland State Police (MSP) have arrested a Harford County man on child solicitation charges.
Officials said that Fred Packard, 73, of Havre de Grace, Maryland, solicited sex from an undercover trooper who was posing as a child over the Internet in Cecil County.
Packard is charged with one count of sexual solicitation of a minor. He was arrested on February 26, 2021, and taken to the MSP North East Barrack for processing.
According to a preliminary investigation, a trooper with the Maryland State Police Computer Crimes Unit in December was monitoring an online dating application while posing as a 14-year-old male. Packard initiated an online conversation with the goal of soliciting a sexual encounter with the minor, according to police.

House raid in Elkton nets heroin, crack cocaine, four arrests


ELKTON — Investigators raided a residence near Elkton and arrested four people, after confiscating more than 300 packets containing approximately three and a half ounces of suspect heroin mixed with fentanyl and an unknown tranquilizer that reportedly is popular among drug users in this area, according to Cecil County District Court records.
Maryland State Police detectives and members of Elkton Police Department’s Street Level Crimes Unit conducted a court-approved search of the residence in the unit block of Red Hill Road at approximately 8 p.m. on Tuesday, court records show.
Investigators seized a total of 312 packets containing suspect heroin/fentanyl and bearing a “Crunch Time” street brand stamp, as well as a small amount of suspect crack cocaine and drug paraphernalia, police reported.

ANNAPOLIS — At least two of the 200 Maryland State Police troopers that Gov. Larry Hogan sent to Washington, D.C. on Wednesday — to help restore peace amid a violent and destructive insurrection by Trump supporters — are normally assigned to a barrack in Cecil County, police officials confirmed.
Hogan mobilized 200 MSP troopers who are specially trained members of the agency’s statewide mobile field force team, formerly known as the “riot team,” and the governor also deployed 500 members of the Maryland National Guard — the first national guard unit to arrive in Washington, D.C. to help members of local law enforcement agencies who were outnumbered by aggressive rioters.
