NC lawmakers have yet to make decision to de-charter Scotland County town

The North Carolina General Assembly was expected to make a decision on June 30 on whether to repeal the town charter for the East Laurinburg community of Scotland County, but that hasn t happened.
The Local Government Commission (LGC) unanimously approved a resolution earlier this year recommending that the General Assembly repeal the town charter of East Laurinburg, according to a news release from the North Carolina Dept. of State Treasurer.
The North Carolina Dept. of State Treasurer s Office said the action was taken “after town officials failed to file state-required financial audit reports the past four years and failed repeatedly to comply with other requirements of the Local Government Budget and Fiscal Control Act.” ....

It could be the start of a trend: State Treasurer Dale Folwell now warns that a growing number of North Carolina towns are at risk of insolvency.
To date, a half-dozen other small rural N.C. towns have had their financial operations taken over by the Local Government Commission due to a lack of fiscal controls.
“These aren’t revolutions; these are evolutions. These are patterns and trends that have been evolving for, in some cases, 20 years and they’re just now coming to a head,” said Folwell, who chairs the Local Government Commission as part of his role.
The Local Government Commission is made up of nine members, including the treasurer, state auditor, secretary of state, secretary of revenue. The other five members are appointed by the governor or General Assembly. ....

Haymaker: Treasurer Folwell warns a growing number of local governments headed for financial trouble

The state’s local governments have been surviving for years on pass-through payments from Raleigh and DC. Quite often, these payments are not “forever” gifts. They often have an expiration date leaving the recipients at the local level scrambling to find a replacement for said money when the spigot gets turned off.
According to the state treasurer’s office and the Local Government Commission, the chickens may be finally coming home to roost (as far as that practice goes):

Officials with the commission say they don t take this decision lightly.
This is not an action we like to take, but the LGC’s staff is not positioned to take the keys from locally elected officials and get into the business of running towns that are not financially viable,” State Treasurer Dale Folwell said. “We may have more of these going forward.”
