Rockport Select Board hears citizen concern over short-term rental ordinance article published in town newsletter


ROCKPORT – At their Jan. 11 meeting, members of the Rockport Select Board were read a letter submitted by resident Stephen Bowen, who outlined concerns with how a proposed ordinance that would regulate the operation of short-term rentals was editorially presented in a municipal newsletter. That newsletter, funded by the town, was recently mailed to Rockport households.
The board listened to the bulk of the letter, but no discussion about it ensued.
“I think we will take that up at another meeting or discuss it further, but not tonight,” said Vice Chair Denise Kennedy-Munger, who, during the reading of the letter by Town Manager Bill Post, also asked how long the letter was, and added, “do we need to hear more?” ....

PANDEMIC PARTY HOUSES-The list of problems our city government has left to fester is long and troubling, and party houses operating in short-term rentals sat far from the top of that list.
Now a New Year’s Eve shooting has moved the issue up a few spots, at least in the quiet Beverly Grove neighborhood. Think of it as Number 3 with a bullet. 
Like their counterparts across LA, homeowners and residents in Beverly Grove have begged the city to clamp down on short-term rentals and party houses. For more than a year, pleas to the Council office, the City Attorney, and the LAPD have met with sympathy, finger-pointing, and inaction.  ....

In support of community, not short-term rentals


Let’s be clear about this. Short-Term Rentals (STRs) are businesses operating without regulation, usually within residential zones. That wouldn’t happen with other types of businesses, because they are regulated. And if they were operating in zones where they weren’t allowed by virtue of an ordinance, they would be illegal. That’s why we have a Land Use Ordinance (LOU), to give some sense of order if and when certain activities are allowed within the community. That’s simply how things work in the world.
The fact that historically people have rented rooms in their home or their entire home for a summer is not relevant here. And in the dustup over Rockport’s proposed ordinance, those types of rentals are being exempted, anyway. So let’s not confuse the issue.  ....

Mayor Mary-Ann Baldwin wanted 2020 to be Raleigh’s moonshot. 
Instead, the arrival of a global pandemic, coupled with economic and social unrest, squashed those ambitions. But despite unprecedented challenges—and unlike the former “Council of No”—the new, development-friendly Raleigh City Council managed to make good on promises to boost alternative housing types in the city, legalize short-term rentals, and pass a litany of other common-sense reforms to streamline city processes.
But early on, Baldwin revealed an authoritarian streak that undercut her visage as a great reformer. She wielded the bully pulpit, well, like a bully. She greenlit the backhanded dismantling of the city’s longstanding Citizen Advisory Councils, with disgraced former council member Saige Martin whipping votes behind the scenes.
