Carlsbad As a political science student in college, Scott Chadwick wanted to be an elected official. Instead, he ended up working for five of them. Chadwick, 46, became Carlsbad’s new city manager Aug. 1, where as the city’s top administrator his direct supervisors are the members of the City Council. “I take my cues from the council as a whole,” he said. His job is to implement the council’s policies and stay as far out of politics as possible. Most of Chadwick’s career has been with the city of San Diego, where he was chief operating officer from 2013 to 1018.
