The Kargil Review Committee recommended a ‘first among equals’ Chief of Defence Staff (CDS) albeit a four-star one approved by the Cabinet Committee on Security (CCS) in December 2019 and not a five-star one, as was desirable in a nuclearised scenario and was expected to enhance the procurement and operational integration of the three services.
But a series of missteps such as pension reforms and theaterisation bode ill for national security. The attempt by the DMA to create ‘theatre commands’ unabashedly promotes turf battles between the three services rather than leading to defence capability integration. The need for India to replace its existing seven each of Army/ IAF and three Naval single-service sectoral commands with five or so integrated theatre commands west, north and east for Pakistan/China threats, air defence and maritime theatres is being proposed without thinking it through. ....

It is a long-established, desirable criterion in Indian economic planning that our yearly defence budget expenditure approximates to at least 3% of our Gross Domestic Product (GDP). But this has remained wishful thinking, more so in times of relatively higher level of national threat perception as experienced recently, indeed continuously being on a downward vector over the past five years specifically. In the current fiscal, after the dramatic 23.9% contraction in our economy during April-June 2020 due to the Covid-induced lockdown , defence spending as a percentage of GDP would albeit go up to 2% from the 1.6-odd percentile of the previous five years. This, of course, is a deceptive indicator, effectively not providing enough funds for defence modernisation. Taking the example of the IAF which tends to have capital-intensive procurements, its share of the national budget has varied from 7.4% in 2007-08 to 18.20% in 2017-18 ....

THE historical backdrop to India’s penchant for theaterisation goes back to the 1999 Kargil war and the two committees that followed headed by K Subrahmanyam and Naresh Chandra which made a slew of recommendations to the government regarding higher defence management. The creation of the Chief of Defence Staff (CDS) was prime among those recommendations and the incumbent can be seen at work now, the latest salvo being the Integrated Maritime Theatre study by the Vice Chief of the Naval Staff (VCNS) that is due for submission shortly. This study supposedly recommends the creation of the Maritime Theatre Command (MTC), earlier referred to as the Peninsular Theatre Command. Be that as it may, the ongoing border stand-off with China threatens to reinforce India’s land-oriented war focus. ....
